What is the proper or acurate way to measure the barrel length ?

Thanks

This is the BATF method:
Remove any non permanent muzzle devices
Close the bolt
Drop a rod down the muzzle
Mark the rod
Measure

The BATF has a 16" calibrated rod they use for rifles
They drop it down
If ANY of that rod protrudes above the muzzle, it is an SBR

wouldn't the firing pin float to the rear if the hammer isn't down?

Even if the hammer dropped, the firing pin only protrudes a few hundreds of an inch at most. You're playing with fire if you are that close to 16".

Yup.
Doing it in any other manner can cause issues should you ever have ATF involved.
