I am looking at buying the Samson Mfg. Star-C Quad rail and was curious if anyone had any opinions on it.  How is the install?  How is the quality? etc. etc.  What other quad rails should i look at for the price.

Here is a link to it

They appear much like the Troy rails.  I've heard they're of good quality and have good customer service.  If it is the free float model all you have to do to install is CAREFULLY cut off the delta ring and spring.  They clamp over your existing barrel nut.  I installed the Troy model (very similar) on a friends rifle and it took longer to remove the delta ring(the careful part so as not to nick the barrel or receiver) than it did to install the rail.

Everything Samson makes is 1st Class and their customer service is great.

These are the rails Samson used to make, only Troy can make them now. By order of the court.

I think Scott did a better job with them IMO.

Say you install such a rail and decide that you want to go back to a regular handguard. How would you do that?

Buy and install a new delta ring assembly if you cut it off.

Mine is an older model (on the 20").  I'd buy one again, but my next will be a DD Lite.
