Sorry for the dumb question, but what is the blue loctite everyone talks about putting on their buttstock threads and riser thumb screws?  I purchased the only loctite I could find with a blue package... but am I supposed to be getting the Loctite Threadlocker (something I couldn't find at Wally-World and had no idea existed till about five minutes ago)?

It's the color of the fluid that matters. Look on the back of the package and it should show the specs for each type. IIRC, blue is moderate strength while red is considered semi-permanent.

I've used blue and red on my rigs. I find blue just a little easier when taking back apart and easier to clean than red.

Just take a few minutes and like mentioned above read the packages or on the net for a full explination of all the different Loctite products available. There are many!!!

red needs heat to unscrew around 450f to 500f the blue is just an all purpose thread lock that can be removed if needed without any heat.

Red should only be used when you dont have to remove part again.

Blue is temporary. (For scope mounts etc...)

Yes, its all treadlocker, just be sure it says medium strenght.

Dont be confused because the brand name Loctite  also makes a glue as seen in home depot stores. Make sure you use threadlocker not a glue. I use permatex threadlocker, sold in auto stores.
