  The delta ring on one of my uppers  can twist about a 1/4" to the left and right.   Can and should  this be fixed?

This can not be considered normal. The delta ring is held from rotation by the gas tube soley. If you can move it more than a a 1/16" ( and thats giving it tons of play) your delta ring is buggered. Even if the barrel nut was loose (could it be?) all you should see is small amount of rotational play and once again somewhere shy of 1/16" total free movement. Take off your HG's and see why you are getting so much movement. Replace if its hammered.
