Lets say I can get a good deal on a preban chrome-lined barrel can a person in the interest of staying legal put a thread protector over the muzzle end of the barrel and not have to mess with the blind pinning and welding bullshit? Or does the thread protector have to have the same thing done to it that a muzzle brake  would. I think I know the answer and Iam guessing it would no, a thread protector would have to pinned or welded to. If someone knows for sure please reply. Thank you.

Yep it would have to be pin & welded.  

You could just grind the threads off as well with a dremel....

I don't recommend it - but if you want to go the cheap DIY route....

And the bayonet lug has to come off too.....
