What do you guys think is a better set up. An A2 upper with a acog compact or a foward mount aimpoint. Or a A3 flattop with optics?

IMHO If you are using optics go with a flat top mount.  It gives you a lot more versatility.  If you are shoting 50 yards and under only then definantly go with a dot sight.  Up to 100 yards then either a dot sight or compact ACOG.  If you ever plan on shooting over 100 yards I go for a TA31 or TA11.  If you want to shoot over 400 yards I go with high powered optics like a Leupold.

Get a flat-top and the detachable carry handle.

Unless you want to shoot farther than 200-300 yards, a flat top with the Aimpoint and ARMS#22M68 is hard to beat.

Otherwise, one of the BAC ACOGs on a flat top is a good option.
