I bought a retro Ar15 from someone  out of my home state of Pa. The person shipped the rifle to my FFL dealer and when I went to pick it up he had me fill out 2 forms and said I had to because it was missing the stock. So my ? is, Is it still consider a rifle or is it consider a pistol because the FFL dealer made me fill out the 2 forms? I have no plans on making it a pistol. I am keeping it as a rifle.
I assume the seller had it built for a rifle. He decided to keep the stock. That's why it was missing.

It's just a rifle without a stock.  It was built as a rifle.  It does not fall within the ATF/Congressional definition of a pistol/handgun.

Time for a new FFL.
