I want to change out the flash suppressor on my Bushmaster AR15. I had heard that some flash suppressor were permanently  mounted. Mine has a 16 inch barrel with the birdcage suppressor. How can you tell if it is permanently mounted.       Thanks

Should only be permanent if it's a 14.5" bbl

check the bottom of the flash hider... there is usually some evidence that a hole has been welded or brazed to cover the pin... most are pinned at the bottom for cosmetic reasons

Pretty much this.

If you still can't tell, put your upper in a vice (with vice blocks) and apply a bit of torque to the flash hider with a wrench, should pop right off.
