I currently have a Bushmaster XM-15 e2s a-2 variant with a 20 inch h-bar. I'd like to lighten up the gun by putting on a 16 inch barrel. I can't seem to find an upper that doesn't have a flash suppressor on it which is illegal in New York State unless your magazine is fixed and not removable by reasonable means. Also it cannot have a bayonet lug either. Any ideas?

Maybe buy the tools and build your own upper.

As a NYer myself, this is honestly the best option.  Anything you find pre-built will be so pricey cause they have to make it special for NY.  You'd be better off finding a cheap flat-end barrel and and building an upper yourself.

Ya I suppose you guys are correct. It's either that or have a bullet button installed then have the hole filled with J-B weld. That's what they did to make my Sig Sauer 716 Patrol legal in New York. It has all the bells and whistles but has a fixed magazine. Lots of fun when you have a double feed or some other malfunction. It all has to be done with a full magazine still attached!! God bless the free states!!!

I believe Rock River Arms also makes some NY compliant uppers.  I think LegalTransfers on this site is a vendor for them.

were in NY are you? You can have a muzzle brake pinned and welded and the bayonet lug cut off. Have it shipped a FFL that can do the work or someone who does not own a lower then have them get the work done.

Permanent loctite thread protector.  Requires a torch to remove.   As permanent as drilling out a pin, but I'm not a lawya.

The most recent court ruling ( the one that tossed out the seven round limit) also clarified the muzzle brake as a no go so it has to have a plain muzzle. Get a threaded barrel and just remove the threads. If you do enough research there are still lots of vendors that will do plain muzzles

just pin and weld a thread cap on whatever barrel you like lol, you dony have to try and source a target crown from factory
