A cool 4.5" muzzle device?  I have an 11.5" very accurate pistol that I want to pin and weld. I just want something cool and effective. Do I have any choices?

Why would you want to pin a 4.5 on a 11.5?

Cause I may want a stock on this gun and don't want to go through the hassle to change barrels? Eventually I will sbr it

I'm no pro on this (I've never changed a barrel), but it seems to me that it would be more cost effective and possibly less hassle to change out the barrels than pinning/welding the non-typical muzzle device and then having to have it removed if you were to get the stamp down the road. On top of that, you would have another barrel and gain ballistics/range/velocity in the meantime.
IMO, if you've got to have the barrel length, you might as well put it to good use, rather than having short-barrel performance without any of the benefits.

Because you have to account for the threading on overlap, if you use a 4.5"(Bushmaster makes one) flash hider, you need a 12.25-12.5" barrel, to meet the min 16" requirement. Otherwise, you'll have to run a 5.5" hider as shown above.

It'll end up looking like the top rifle. You'll also need a grenade ring to complete that exact setup.

Personally, I would change it to a 14.5 with a pinned FH, while you waited for that Form 1 that you are going to submit

Seriously, though, for those that have experience with the shorter barrels, we know of the massive fireball that erupts from the end of that barrel, so I am curious; on an 11.5" barrel is the fireball tamed at all by the advent of a 5.5" muzzle device, or is it pretty much useless for this?  Just one of the other considerations I wanted to throw out there, if there is little to no change.  I would definitely seek out a reasonably priced rifle barrel in lieu of paying to have somebody pin that abortion on my SBR barrel.  Barrel changes are pretty easy, actually.
