Any reason why this can't be done?

Pistol-caliber upper with a side-mounted magazine housing, like a Sten. Have it take Glock mags (for 9mm) or 1911 mags (for .45). No need for a dedicated lower, or a mag block, or odd magazines. Rather than trying to shoehorn mags into the lower, just feed them from the side. I'd buy one in a heartbeat.

Any reason why this can't be done? Too expensive? Some technical trouble I'm missing?

It would take a lot of expensive R&D for an item that would have very low demand.

Awkward balance is the first thing that comes to mind.  Don't think I would want an extra pound hanging off one side of the rifle.

Of course. With enough money, anything I possible.

It's probably a lot cheaper to make mag blocks than it is to manufacture a low-demand upper.

OK, that makes sense. I was hung up on the technical portion, but yeah, the R&D (getting the proper angle for the mag housing, for one thing) would definitely be a high effort/low reward thing. And since it would be more of a fun toy (for me, at least), the price couldn't be more than a standard upper.

But man, it would be sweet.

Well, the Brits stuck with that format for the entire time they used SMGs (Lanchester, then Sten, then Sterling). They seemed OK with the ergos. Then again, they were the only ones after the 1930s who did...

There is someone making one. Sten mags Grease Gun Mags, ejects out the magwell.
I had the bookmark saved on an old phone. Damn, I can not remember the name.

FOUND IT! Sub-Tek.

I remember a .22lr upper that used 10/22 magazines inserted into the left side of the upper. Not sure who made it or if it even went into production.

The bottom ejection would make policing brass really easy.

Hell yes it would!

Remove the floor plate and guts from a 20 rd mag, and tape on a bag, to hang underneath it.

They made a prototype m16 with a mac10 upper that worked off a sten style magazine for pilots.  I can't find the picture.  Its in one of my old gun rags or a Jane's Infantry Weapons volumes.  It had a standard m4 type lower with old school buttstock and a Mac upper with side fed magazine.

Thats a cool idea. You're problem is the R&D. I have thought about an upper with some kind of extension that slides into the magwell of a standard lower to guide pistol mags in. The upper wouldn't be able to pivot but it doesn't seem like that big of a deal.

On the other hand, it's easier to make and sell the parts that ATF doesn't consider to be a firearm.

An drop-on conversion upper can be made, sold on the internet, & shipped interstate through the mail, all without needing a FFL

They were also cool with the ergos of the MGA, Jaguar D and E types, and the form over function of high starched collars, even in combat.  Picture Sir John French choking on his own spittle during the Battle of the Marne...  The Brits also still have a monarchy; so adapting to new, better ideas is not their strong suit.  I know personally, I married one and it went badly... ;)
