People sometimes use the terms interchangeably, but barrel length is the difference

SDM-R - 20"
SPR =  18"
Recce = 16"

Conceptually, though...

The SDM-R was an accurized M16 built for 3ID by the Army Marksmanship Unit.  It was not meant to be a sniper rifle, but an improved rifle in the hands of a skilled shooter to extend the reach of a rifle squad.  The MK12 SPR was a refinement of this idea using, initially, a dedicated upper built from the ground up for the purpose.  

The Recce rifle is harder to nail down.  Supposedly it was a 16" free-floated upper built in-house by SEAL teams using a stainless match barrel.  It's use doesn't fit the Squad Designated Marksman concept.

SPR predates DMR by years. Both it and the SPR are set configurations.

RECCE is more nebulous but I would say anything from 14.5-16" with a barrel selected for accuracy, a FF tube and a magnified optic would qualify.

Difference in roles and missions.

Recce:  small, close-in two-man SOF sniper teams.

SPR:  extended ranges, small Special Forces teams.

DMR:  conventional forces, maneuvering foot soldiers (or in the case of Marines, the SAM-R).

Apples and oranges, base-line is the common M16/M4 lower.
