Does anyone have any experience running one of these on a suppressed ar platform? If so how easy is it to switch when running a full length rail, and does it really reduce the blow back into the chamber with the suppressor on?

They have to sit outside the rail, so shouldn't be a problem.  It does reduce the amount of gas coming back - basically you have a special straight gas tube with two different size holes and you can rotate it to three settings:  small, large, and closed (no hole). Noveske also includes a wrench for when it gets hot/hard to move.  It will carbon up a bit after shooting so they recommend switching it back an forth a few times after...to loosen it up.

I'm waiting on a stamp to fully utilize mine.

Nothing is going to reduce fouling in the chamber.  Even with a piston system you're going to get fouling in the chamber.
Adjustable gas blocks will reduce the amount of gas going into the tube, hence the action - bolt, bolt carrier.
Which in turn will reduce gas in the face, lower recoil, slow down bolt carrier velocity which in turn reduces RoF in full auto and also less fouling.
As mentioned the Noveske SB uses a proprietary straight gas tube and won't go under a rail.
