I'm looking to buy me my first AR-15 and was wondering do we need any kind of license to buy and own one?

Disagree. Don't waste your money on 10/22 and then go get an AR. Just get the AR.
Many people here over buy and blast DPMS and Bushmaster but for an entry rifle they are fine. In fact DPMS large platform guns are noted for being VERY accurate. The haters don't like it but searching the forum will reveal it. You are in NC, go local and get a Palmetto State Armory out of Columbia SC they are good rifles for the money. |

If you're going to order that rifle, spend the extra $30 and get the "Mil_Spec Receiver Extension M4-LE-A" that's listed in the Receiver Extension drop down menu. That'll let you slap any upper you want on it. I'd hate to see what a big bore upper would do to the polymer tube. It wouldn't be pretty.
Hate that you're so far away, but someone local to you should be along shortly to help you some more. If you ever get over to Winston, give me a holler. Click on "Carolinas" and introduce yourself. You'll meet some helpful folks there. Quoted:

You lose a spring or a detent changing the stock, grip, safety, etc.... on your first rifle and you'll buy an extra spring and detent when you buy what you need to get your rifle going again. That "extra" spring and detent will turn into a lower in need of an upper. Then you'll see something else you "need".... Welcome to the madness. |

Why learn to shoot on a different gun, if what you want to shoot is an AR. ARs have sights a trigger, just buy it and practice on it. Also I would go with a 16" barrel. Good luck. |
