So i think im ready to start my next build and i want your help making the decision

14.5" M4A1 block II upper on an Lower with vltor A5

Or

10.5" block II upper on the same lower?

Its alreay a registered SBR so im not sure which one i want to go with

If it's already a registered SBR lower I'd go shorter than 14.5". IMO you'd be wasting a good SBR lower going 14.5". I'd use a 14.5" w/a pinned muzzle device for 16" OAL and use it on a regular lower.

Thats great advice, anyone know a place that sells a 10.5" upper with the ris ii already installed?

If you're gonna spend the money on the tax stamp and deal with the paperwork hassle and then the wait, why bother with an inch and a half short? You could do a 14.5" pinned without the aforementioned hassle.  Go 10.5"!
