Anything from BCM, LMT, Colt or Spikes would be a good start. Or, build your own since you failed to list which specs you desire & what the mission for the gun will be.

You can buy their basic complete lower for $330. Their10.5, 14.5 & 16" DI upper groups go for $485 minus bcg, handguards & charging handle (a few dealers do throw in plastic handguards and charging handle for free though). I've haven't priced their complete guns in a while but Rainier Arms carries a decent selection if you want to search there.

I would put a BCM upper on a Spikes lower....in fact I did.

BCM, Spikes, DD, LMT would all be good options.

Personally, I'd go with a Spikes lower and Spikes or BCM upper with BCM BCG.  Get a rail, Aimpoint PRO, light and sling and you'll come in right at or under $1500.  If anything is left, spend it on ammo.  

Another school of thought is to spend what you could spend on an optic and spend it on ammo.  Ger very proficient with irons while saving up for an optic,  Then get the optic you want.  I love my Aimpoint.
