Unless you're going the NFA route, your rifle's barrel has to be 16in or over dude

I dont understand your question. I am no expert, but If it is a preban gun you can have it in New York as long as it is a legal configuration. A 14.5" barrel must have an extended flash hider pinned and welded to reach an overall length of 16" in order to be a legal configuration.
If I missed anything someone will be along shortly.

OK THE BARREL NEEDS TO BE 16"   Beign that it preban I would like to have a threaded barrel. With out changing the barrel are there barrel extension 1 1/2"  that can be pinned on the barrel threads with a male thread so I can change out flash hidders etc thanks

I've never heard of such a thing.  I think you're better off selling the 14.5 and buying a 16.

I think a threaded barrel is a no-no.  If it is threaded then it must be pin/welded/silver-soldered with a compensator or thread protector, i.e. no flash hiders.

You need to pin/wield a muzzle device on a 14.5 in. barrel in New York to be legal on a pre-ban; pre-ban does not mean you get to have an SBR.  If you have a pre-ban rifle then you need to have a 16 in. barrel or longer to keep the threads.  On post-ban guns, no flash hiders or threads, period.

This. If it is less than 16" without the muzzle device, it is an illegal short-barreled rifle, preban lower or not.

If the muzzle device is permanently pinned and it adds the length to reach 16", you're good.

I always recommend going to 16.1" just so there's some wiggle room.

Not sure if this is current but it's the first one that I found.

New York's assault weapon law (modeled after the now-expired federal assault weapon ban) provides that it is a class D felony to manufacture, transport, dispose of, or possess an assault weapon in New York. N.Y. Penal Law §§ 265.02(7) and 265.10. New York’s assault weapon ban does not apply to the transfer or possession of assault weapons manufactured before September 14, 1994. Section 265.00(22)(e)(v).

An assault weapon is defined by section 265.00(22) as:

A semi-automatic rifle that has an ability to accept a detachable magazine and has at least two of the following characteristic:

A folding or telescoping stock;

A pistol grip that protrudes conspicuously beneath the action of the weapon;

A bayonet mount;

A flash suppressor or threaded barrel designed to accommodate a flash suppressor;

A grenade launcher; or

A semi-automatic shotgun that has at least two of the following characteristics:

A folding or telescoping stock;

A pistol grip that protrudes conspicuously beneath the action of the weapon;

A fixed magazine capacity in excess of five rounds;

An ability to accept a detachable magazine; or

A semi-automatic pistol that has an ability to accept a detachable magazine and has at least two of the following characteristics:

An ammunition magazine that attaches to the pistol outside of the pistol grip;

A threaded barrel capable of accepting a barrel extender, flash suppressor, forward handgrip, or silencer;

A shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to hold the firearm with the nontrigger hand without being burned;

A manufactured weight of fifty ounces or more when the pistol is unloaded;

A semi-automatic version of an automatic rifle, shotgun or handgun; or

Any of the weapons, or functioning frames or receivers of such weapons, or copies or duplicates of such weapons, in any caliber, known as:

Norinco, Mitchell, and Poly Technologies Avtomat Kalashnikovs (all models);

Action Arms Israeli Military Industries UZI and Galil;

Beretta Ar70 (SC-70);

Colt AR-15;

Fabrique National FN/FAL, FN/LAR, and FNC;

SWD M-10, M-11, M-11/9, and M-12;

Steyr AUG;

INTRATEC TEC-9, TEC-DC9 and TEC-22; and

Revolving cylinder shotguns, such as (or similar to) the Street Sweeper and Striker 12.

The following are not considered assault weapons under section 265.00(22):

Any rifle, shotgun or pistol that:

Is manually operated by bolt, pump, lever or slide action; or

Has been rendered permanently inoperable;

A semi-automatic rifle that cannot accept a detachable magazine that holds more than five rounds of ammunition; or

A semi-automatic shotgun that cannot hold more than five rounds of ammunition in a fixed or detachable magazine.

Section 265.00(22)(e)(iv) also exempts any "rifle, shotgun or pistol, or a replica or a duplicate thereof, specified in" Appendix A to 18 U.S.C. § 922, as manufactured on October 1, 1993. Section 265.00(22)(e)(i)(C) exempts any rifle, shotgun or pistol that is an antique firearm as defined in 18 U.S.C. § 921(a)(16). However, the federal provisions to which these sections of New York law refer were part of the federal assault weapon ban that expired on September 13, 2004.
