I purchased a DPMS MOD A-15 a few months back.  Before buying it I did not check to see if it was Commercial Spec or Mil-Spec.  After doing a little bit of research on the web, I came to the conclusion that most if not all of DPMS rifles are Commercial Spec.  

I have a few questions:

1.  Are Mil-Spec and Commercial Spec parts interchangeable?
2.  What exactly makes a Mil-Spec a Mil-Spec and a Commercial Spec a Commercial Spec?

1. depends on the part.
2. Milspec means it was tested to a standard for the military. this may be better or worse than some commericial applications and depends on what you want to do with your rifle. I have one DPMS rifle and it works good for me. I also have an M&P 15 and it is just a good. but I'm not smoking jihadist on my off days. just paper, steel, and p dogs

Mil spec in refrence to the stock/buffer extension is the outside diameter of the tube and how it was made.  A Comm spec stock will fit on a Mil spec tube, but it will be sloppy.  A mil spec stock will not easily fit on a Comm tube and is not recommended.  The mil spec design is a stronger over all design, especially at the end o fthe tube where it mounts to the lower reciver.

A mil spec upper usually refers loosely to the fact that it has M4 cuts to go with a barrel that has the M4 cuts on the extentions.  These cuts really only give you a benefit with Full auto fire, but it's preffered by many in their Semi-autos.

A mil spec barrel usually means it's a 1/7 twist 4150 steel.  Comm spec are ually 4140 with a 1/9 twist.  The 1/7 will handler heavier loads like the military 77grn bullets.  The 1/9 is recommended at 66-69grn max.

A mil spec BCG will be MPI tested.  A Comm spec may not be.

I may be missing a few things, but these are the things that come to mind.

I wouldn't worry about it. Makes zero difference. All the mil spec does is add stock options because many more stock are offered only for mil spec tubes.
