Should one's charging handle only spring forward after being pulled back when there is a round in the mag?  In other words, if the mag is empty and you pull the charging handle back, should it stay put?

Yes. The bolt catch should hold the bolt back on an empty mag. If no mag is present, however, the bolt should come back forward.

The bolt is what carries the charging handle forward. The bolt locks back on an empty mag, therefore the charging handle will 'stay put' until you shove it forward.
PLEASE, study the function of your (empty) weapon, and field strip it as many times as necessary to get familiar with it, before going to the range and firing it.
