Probably shouldn't be posted in ar discussion forum, but it's when someone buys a firearm for another person who cannot legally buy or own a firearm.

basically someone buys a firearm and then gives it to someone else to get around the background check.

Care to elaborate on your wrong comment?

Refreshed and you elaborated, indeed you are correct, that someone buys the wepon on anothers behalf, usually done to avoid the background for one reason or another.

what if a guy buys an AR lower receiver or 5 of them even........builds up his own rifle....then decides it's not what he wants and sells it  for whatever reason to a legal law abiding buyer.  Is this legal?

ATF allows purchases as a gift. So you can buy a firearm for someone else as long as you don not knowingly buy for someone prohibited from owning a firearm. Straw Purchase as mentioned is buying for someone knowingly that can not own a firearm so as that person does not have to go through a backround check.

yes because at the time of purchase he was indeed buying it for himself.
