should a hand guard cap be loose?armalite m15.with the hand guards off i can move it around a lot in all directions.

Which direction is it moving? left to right, or FSB to upper?

I'm going to fix a similar problem with a CMMG  Carbine at some time in the near future.   It is temporarily fixed now as I positioned the ring in it's
most upward spot and silver soldered  (electrically, wouldn't use a torch here) a couple of brass stops against the backside of the ring, at
10 and 2 position, so the ring can't bounce all over.   This will have to do 'til I :   A)   get a new, tighter fitting Carbine front ring.  or  B)  Remove
the front sight and use a piece of thin steel wire, about .008" , formed into a circle and applied over the barrel.   This will take up the slop and
with the FSB  back in place, will stay put and invisible.   There may be other, better ways to do this,  and who knows, ArmaLite may fix it for
free.

Loose is fine as long it securly holds the handguards in place when required to do so.
