I was looking at purchasing an A3 upper from a local fellow, who has claimed to have never used it.

The anodizing on the top rail is gone at the end of each rail section as if something locked on to it like an optic mount.

Does mounting optics take off the anodizing? Could one of you post a picture of your used upper rail?

My guess would be that it's used, a piece of crap, or both.  

I'd look for wear on the INSIDE.

It does sound as if optics were mounted. Some mounts are harder on rails than others, just as some company's anodizing is more durable than others.

The best way (in my opinion) to tell if an upper is used is to look on the inside of the upper near the top. Charging the AR15 will usually leave marks at the very top (ceiling) of the charging handle slot.  Also, as the weapon cycles the cam pin presses against the top left side of the upper's interior, just before camming over into the half-circle cut out. This will quickly rub the anodizing shiny.

This.

HE might not have used it but it has had optics mounted to it.  Check out the interior for wear marks as well as coverup paint.  Depending on the price I might not worry about it.  I just picked up a DPMS Lo-Pro upper for $85 on the EE because there were marks on the front pin tab (idk what else to call it) but those are hidden as soon as you mount it.

So it is normal for optics to wear the finish off of an upper?

The inside looks pristine, no wear marks from the charging handle.

I would say it's normal. I have uppers from top notch makers like LMT that have had some finish wear off from Larue mounts & EOTechs. I wouldn't worry about it.
