Can anybody tell me what the difference in a lower that is acceptable in Cali differs from one that cant be sold to Cali....I found one for sale that states it is ok for CA....

There is no difference, a CA lower is the same as any other lower.

The difference is in how you have to build it in order to comply with CA's laws, and it has to be an "off-list" lower.

There are a few makes and models that are specifically named and therefore banned in CA.  I don't know all of them, but some examples are:
Colt AR15
Bushmaster XM-15
Pretty much any of the newer lower receivers are OK here.  The Stags, Rock River LAR15s, the Superiors, the Wilson Combats, the Noveske's, etc...we can have them all!!!

Ohhhh... got it now, maybe I have just been seeing where dealers wont ship to CA...thats where all the confusion came in... the parts are the same though huh...

Yeah, there are a lot of manufacturers and dealers who will not send receivers into CA for various reasons.  Some have been intimidated and hassled by the CA DOJ.  Others are taking a stand against California as a whole and simply refuse to send us legal products.  But anything not explicitly listed on the ban list (linked above) is 100% legal here.  I have 2 Stags, a Lauer Custom Weaponry, and a Rock River.  I wish I could afford more uppers...the ONE I have just isn't enough!
