Yes, it is exactly the same rifle sans the 'evil' features (bayonet lug, flashhider, and sliding stock). I put together this description several years ago:

The Colt 6400c has an M4 marked upper and lower:

Heavy duty "H" buffer and heavy duty extractor spring for reliability:

Barrel has proper 1/7ROT, chamber and barrel are chrome lined:

The 1/7ROT barrel in the 6400C will allow you to employ the most effective defensive ammunition. Heavier
rounds like the 75gr TAP pictured here are not recommended for 1/9ROT barrels:

Upper is RAS numbered:

Side sling mount:

Standard pushpin lower and no protruding searblock:

Proper M4 handguards with dual heatshields:

Proper M4 entended feedramps:

Lifetime service agreement:

ETA: Some 1/9ROT barrels will handle 75gr ammunition just fine, and some of them won't. Your mileage may vary...

Here is a recent 2004 pic of my 6400C:

Hell yes!

That brake isn't nearly as brutal as many, but it's still fairly loud. During my last carbine class my 6400c was my backup gun. One of my buddies went down and I loaned him the Colt. From the firing line you could tell when the 6400c went on line...instead of CRACK CRACK CRACK it was BOOM BOOM BOOM!

Still light years ahead of the Mini-Y though. Another student had a Mini-Y, and I was ready to shank that bastard.

I used a 6400c  lower for my military M4 clone, sold the upper and replaced it with a Colt 14.5" upper (SBRd) and collapsible stock
