What is the technical definition and what makes up one? Different brand upper to lower, lpk, bcg what? Just curious

In the civ world the only thing that would matter for a M4gery would be a 14.5 or 16in barrel with the 203 notch. Otherwise there are a variety of other parts that the shooter can choose as his/her discretion.

 "M4-gery" isn't a technical term, and thus has no technical specifications/requirements.  It's just EBR slang or nick-name for, as those above have already stated, basically anything with a 14.5" or 16" M4-profile (cut-out / notch in barrel for M203) barrel, usually (but not set in stone) with a collapsible stock.
