Okay before you hardcore "its a tool not a showpiece" proponents attack me, I would like to say that I have a work rifle that has plenty of "chracter marks" on it and I know it will still do its job.  Having said that, I am not happy about scuffs and scratches on my pesonally owned rifles. I managed to scratch my delta ring to the point that I can see bare metal.  I am not sure if its aluminum or steel.  If its aluminum I know I can use the birchwood alumi black, but what if its steel?  Does alumi black work on steel? If not then what can I use?  Thanks in advance for those who'll respond with helpful advise.

I think the delta ring is aluminum, but I'm not sure. If it's aluminum, look at the Birchwood Casey touch up pens.

The Birchwood Casey Touch-up pen will work (get the flat black one) but it will rub off if it comes into contact with oils and solvents.  

What you can also use, and you have to be very careful, is Black Loc-Tite.  Think Super Glue but in black liquid.  Dries just as fast and is permanent.  I've done it to some of my
SIGs back then and it holds up under any condition.  If you do go this route be careful 'cuz it is a 'glue.'    Use a needle or toothpick to apply and have a rag/towel ready to wipe off the excess 'quick.'

Birchwood Casey makes this stuff called AlumaBlack.  IIRC they have it at both Brownells and Midway-just either Google or Yahoo it.  Works almost exactly like cold blue, but is for aluminum.  In my experience, that is going to be your best bet.

+1 for alumablack, If it will darken the sbr engravings in my lower, It'll due you just fine.

or in my case I jsut replaced it. that is if you want to get the tools to do the work anyway. they are handy to have and you may need them eventually someday anyway.

thanks for the suggestions.  i tried alumiblack today and that stuff works great. i cant even tell where the scratches were.

AlumaBlack works pretty damn good for reasonable sized scratches.
