Does the upper receiver used effect accuracy?

I have parts ordered for a SPR build and I am stuck on the upper receiver.  I have been looking at Larue's with m4 ramps and vltor's as they are billet and I have been told are "truer" than a run of the mill forged lower.

What do you guys think?  Anyone know where to get a Larue lower or Vltor?  I know a few vendors sell their Larues with m4 feed ramps.

Accuracy can be effected if the fit between barrel extension and upper receiver is loose: not always, but I have seen it happen.

What about the levelness of the front of the receiver where the barrel attaches.  Some people have posted that those can be so far off that if you stand it up it leans.

I wondered about this to and would like that Vltor MUR as well, if it would make a difference (other than looks).

Both LaRue and Vltor offer high quality products.

Brownells sells that lapping tool just for that job, but I'd just hate to take my whole thing apart just to find out I didn't need to do it.
