Sorry I coulden't think of a better subject line. Hey so does anyone know if its okay to buy a rifle on a site like gunbroker and then have the seller ship the rifle to a place like adco firearms to make it NY legal, and then adco ship it to my ffl here in ny? I know most sellers say the rifle needs to be shipped to a FFL. But I need the flash suppressor replaced with a muzle brake before It can come into NY, so It would have to go to a place like adco where they could do the work for me before being shipped to me. I e-mailed them and have not got a reply yet. Anyone know?

Options depending on what the seller is wiling to do for you:

Ship the entire rifle to ADCO from seller

Ship the lower to your FFL and upper to ADCO from seller

Ship the lower to your FFL and upper to your house

Ship the entire rifle to your FFL and hope your FFL will allow the transfer

All comes down to how willing your seller is to accomodate you.

I think you will have to find out if the seller and ADCO are willing to do that. If they are then I don't see a problem with it.

Hey so what is actually considered the rifle. The lower or upper (I mean in terms of the law)? Ya I guess I will have to wait for a reply from adco, I was just wondering if there is any obvious problem with this that im not aware of. Im sure any seller would ship wherever I wanted as long as its not illegal. I guess I would just have to pay shipping twice then to get the rifle from adco to my FFL.

The lower is what is required to go through the FFL.  The upper does not have to go through the FFL.  If the seller is willing, the best option is to send th lower to the FFL and upper to you.  Since you don't own an upper to attach it to, you can then directly send the upper to Adco.  BTW, ADCO is running at about 8 weeks for brakes/comps installed.  

Why not just buy a NY legal gun.  Plenty around if you look, especially the EE section.

What if the rifle has a problem and has been shipped to DCO fpr mods..The seller won't take it back or help youwith it. I would want to inspect the rifle prior to any mods..

Ship the lower to your FFL and upper to your house



This, then just dont pick up your lower till you ship out the upper.

Hey ya see I actually want .308. My problem is that I want high-cap pre-ban mags so I can have the 20 rounders instead of just the 10. (If the mags are mfg. before 1994 Im allowed to have whatever capacity I want). This PTR-91 is one of the only rifles in .308 that I can actually find pre-ban mags for. And the mags are literally like 3 $ a peice for un issued GI mags. But the PTR-91 is really only available wit the flash suppressor. They have a model w/o it but I cant find it anywhere. The model with the flash suppressor is everywhere. Its just ridiculous NY gives me such a head ache because of a freakin flash suppressor. It makes everything so hard on the guys who want to follow the law. Like a criminal really cares about obeying it.

Hey bro. Still having troubles? I don't live in a ban state, but, I would talk to a FFL locally and ask how they would, or, are required to deal with this situation. Being an FFL they have rights that you don't have. They have made it their business to handle these types of transactions. Ask what he/she charges for such a service as shipping to a gunsmith.

BTW: What you need done (pinning a muzzle brake) is a simple service that any local gunsmith should be able to preform. If ADCO is booked up you may want to phone around home.

Does the FFL you use provide gunsmith services? (mine in WI does) Then you could have it shipped to them, inspect the rifle, then have them fix the muzzle break for you.

The only problem with that is that MOST FFLs will not accept a rifle that is not legal in the state where thry are located.  For example, the shop in which I work has been asked to receive SBRs and they are not legal in Alabama so we will not accept them on an FFL transfer.

Ya your correct, the rifle is not allowed to cross the borders into the states unless it is in the neutered NY State condition. So I just contacted PTR and the sales rep said the only way to get a PTR-91 is to order the one witht the compensator directly from the factory. He said I cannot have someone else take the flash off a rifle and put on a compensator. I do not believe that at all. That really doesen't make much sense. What the hells the difference? HAHA this is ridiculous.

I think your right. Easiest method would be to just find a FFL dealer thats willing to work with me here. I don't have a "go to" guy when it comes to FFL dealers. Im always between home and school too. I think thats my only option here though, and ya all I need is a compensator pinned on. That should take what like 3 minutes?

Are threaded Barrels  evil in NY? If not have the seller remove flash hider and ship w/o! I am surprised ADCO has not responded to you yet. I am sure they would help you out!

Threaded barrels are the devil here in NY. Threads are just as illegal as having a flash suppressor. Either no threads at all or a perm. compensator. Yeah I wish ADCO would get back to me but they have not yet. I might be going with the idea of having the seller ship the upper to me w/o the suppressor but with threads and then when I get it I will just put a compensator on it and pick the lower up from an FFL. I just hate having the compensator on permanently because it makes it a pain to get the otis cable through (it always wants to come out the ports in the compensator). Im wondering if it would be an issue though for my FFL to just receive a lower. Im wondering if by the serial number on the rifle it will pop up that the upper that went with it was manufactured originally as not being NY compliant.
