Commercial.

ETA: I stand corrected. The current offerings must be mil-spec according to a few of the later posts. The one I had a few years ago had a commercial tube though.

The best way is to measure the diameter of the buffer tube.  Mil-spec is 1.148" and the commercial tube is 1.168".  There is some websites I've found that claim the mil-spec tube has a flat end while the commercial tube is slanted.  Also the mil-spec tube diameter is slightly undersized from the thread diameter while the commercial is the same diameter as the threads.

Measure the diameter with some calipers and verify.

ETA: Just found a link to AR-15 Volume II book explaining the differences

I, too, just acquired a Armalite M-15A4 (flattop M4)............

Haven't shot it yet, but am very impressed with the fit and finish.......my son is about to have a cow to shoot it!
