what is the smallest barrel i can go with without having to register it as a sbr?

Short barrel + extended and permanently affixed muzzle device will allow you to cut the actual barrel length down.  As long as the overall barrel length is no less than 16 inches you're good to go.

If I were you I would just go with a 16 inch barrel.

16" barrel length is shortest, Unless you get a 14.5" barrel with a permanently attached flashider to make it 16" over all length.

16", non-fixed muzzle device

You can also have any barrel shorter as long as it has a permanently-fixed muzzle device bringing the total "barrel" length to 16".  For example, I've seen a rifle with a 10.5" barrel and a 5.5" fixed muzzle brake; freakin' flamethrower.

FYI, a 10.5" barrel with a 5.5" brake (assuming larger than 0.5" of threads) is still an SBR. However, 11.5" with the long 5.5" flash hider/brake is within legal limits.
