Not sure what the wait time is, but i would recommend RCS Unlimited I have a 16" upper from them that is quite fun to shoot..  It uses the ciener conversion, which may be the hardest part to find these days..

Me personally, I would go with a dedicated .22LR upper.

I think spikes tactical may have some ciener kits in stock. Try them. I'm getting a dedicated upper as I'll have better accuracy and keep my 5.56 upper cleaner.
