why does the trigger guard have to be installed onto the lower?  wouldn't it be easier to just manufacture the lower and trigger guard as one piece?

i know some are made that way, but why not all?

Because the .mil requires that the trigger guard be able to be folded out of the way for the rifles' use by a soldier wearing mittens or heavy gloves. The only other way would be to use some sort of "winter trigger" which attached to the normal trigger, and this would be more complicated and expensive.
