Where are you? Not sure what barrel config you are asking about.
No-ban state: 100% legal (sub-16" barrels get a little tricky)

I live in ohio, right now I have a 16'' barrel on it now but I dont like the iron sights on it. The link is supposed to be of an Aimpoint CompM2

If OH has no AWB, then the sky is the limit.
As far as optics, the Aimpoint is one of the best electronic sights in the world. Opinions may differ, but no-one will say an Aimpoint is junk. It is not a do-all optic, but it's damn good at its intended job.
