I have a few questions:

(1) what is the cost to register a 14.5 sbr?
(2) can i order a 14.5 upper, put a free float rail system on it and then have a 1.5 flash suppressor pinned and welded to come to 16"?
(3) If i do number 2 I do not have to register as an sbr correct?

IMO, I would either order the upper first, then do the modifications to make it 16" OAL, and THEN purchase a lower.

Correct accept you need a 2" long flash suppressor. 14.5" barrel plus 1.5" flash suppressor minus .5" for the overlap of the two when screwed together would leave you at 15.5".

(3) If i do number 2 I do not have to register as an sbr correct? If you do #2 properly you do not have to register the gun as an SBR as the barrel would be 16" long.

16 inches overall length --> Just do it

Less than 16" overall --> $200 Tax stamp

If you plan to but a barrel shorter than 16" and then assemble a FS and permanently pin it after taking possesion, I wouldnt have a lower reciever in the same 'company' as the upper.

If your plan is to install a perm FH, why not order it that way? Save yourself the $200 and the hassle.

If I buy with the hider already welded and attached then I cannot put my free float rail system in.  That is why I want to order the 14.5 first, then put free float rail, then permanently attach a hider that will accept a suppressor and I will be good to go.  I can handle the $200 suppressor hit I just don't want to pay them both.

Suppressors make your front end longer and heavier.  You will eventually to a SBR upper anyway so just get a shorter barrel and pay the tax.
