Ok guys, I used the search, and I'm now confused. Can I sell/ship an AR upper to California??? Some say yes, some say no. I am very new to this. Please help. Thanks!!! |

An upper can be shipped to California. There are California legal lowers that can accept any available upper, as long as the barrel is 16 inches or more. As an LEO, I can purchase AR-15's with all the "evil features" with a department letter. If I buy a separate lower, I need a letter as well. For an upper, I do not. The lower is the part with the serial number that requires registration in the PRK. The upper is technically no different than buying other AR parts. It's a paper weight without the lower.
