The lower receiver is considered a firearm, the upper receiver is not.

You need an FFL for a stripped lower.

Unless it's an 80%, you need an FFL - end of story.

ok cool. where can i find a 80% lower

80% Lowers are more expensive.  You have to do some machining, and anodizing.  And you can't legally have one if you can't buy a gun.

Something sounds a little goofy here.

Why are you so eager to get ahold of a lower without going through an FFL?

i just want to build a gun.... i can go through a ffl if i want to i just have to wait a while

The time it takes to ship is the same whether it comes to you or goes to them.

Does Louisiana even have a waiting period on long arms?

In any case, it's not that big of a deal. Calm down. You sound like you need to read a little more if you'd rather get an 80% than going through an FFL because you dont want to "wait a while".

Well, you'll have to do the same thing as the rest of us. Why would you have to wait a while? Wait a while to receive one via your FFL or just wait awhile until you can build one?
