I have seen some ads for front sights that mount to handguards...Can these be mounted to a picanty top gas block as well?

Yes and no. Your gas block rail is generally lower than your handguard rails, so the sights made for one won't work on the other. There are sights made specifically for each application.
Buy one made to mount to a gas block and it will work fine.
