What ar 15 will be worth more a colt m4 semi auto or the colt h bar 20 inch rifle im looking more as value if they do another clinton gun ban. What will make me the most cash?

The M4 will be worth more no matter what. Majority of people seem to like that weapon better. And i don't think there will be another ban like the Clinton one, at least i hope not.

Why bother? Just drop the money in an IRA or mutual fund. If you're not going to shoot it, I think "investing" in a weapon is a silly idea.

Nothing wrong with making a buck, I should take the money and just buy 4 ak's but i know a colt will be worth more.

Buy 4 AK's for the price of a Colt? What 4 WASR's? Maybe if you bought an Arsenal Classic SA M-7 or a Polytech Legend you would be able to flip them at a later date.
