| Ok now im sure there will be some flaming with this question, and im sure its been posted before, i looked through some of the past posts with no answer to my question. I was looking at the model "1" website for parts for my first build and some questions came up. I see they sell m16 complete upper kits, are these full auto? I understand that you would need to accuire some sort of a class 3 weapons permit for this just like a silencer or or a short barrel carbine, but would you need the permit that costs 10,000( i think if memory serves me correct) to manufacture class 3 weapons. I'm not looking for information on how to illegaly make an ar-15 full auto im well aware the jail time and fines that come with being caught and i feel anyone is stupid for trying to do it,im just looking for some information. I dont think you can just get an m16 upper and trigger assm and a lower receiver and make a full auto rifle with a class 3 weapons permit and it be completly legal, because if that was the case i think i would see alot more full auto weapons on this board. Sorry if this question is stupid just looking for some answers thanks guys |

C3 refers to an FFL licensed to import NFA items. MGs are expensive - no getting around it right now. |

You can either buy a sear or a lower, both of which had to be made before the ban and must be transferable. Both will cost over $10K. You also have to fill out all the ATFE paperwork and pay a $200 tax. After the paper work is approved you can have your full-auto. There is not an upper which will make a semi-auto lower full auto. A semi-auto upper however will not allow a full-auto to be full-auto. It all just basically has to do with the design of the bolt carrier. |
![]() This made me laugh, because it's so true. A lot of new guys come to the boards with this idea that they figured out how to get a cheap legal machine gun. Kudos to you for realizing it probably isn't so. For the record - there is no such thing as a full auto upper. IIRC, in the old days, SP1s uppers weren't mfged with a clearance for the autosear, but that is not an issue that exists anymore. The differences between an M16 and an AR15 are in the bolt carrier group and the fire control group. There are also differences in the lowers. An M16 lower will have a third hole to accommodate the sear pin as well as a "low shelf" in the rear to accommodate the autosear itself. It is illegal to use M16 FCG parts in an AR15. You can modify these parts to semi-auto, but it is easier and cheaper to buy a semi-auto FCG. It is perfectly LEGAL to use an M16 bolt carrier group in your AR15. Additionally, there is no such thing as a class 3 permit to own silencers, machine guns, or SBR/SBS. You can own all of these things (SBS/SBR and silencers are relatively cheap, machine guns, not so much) if you obtain an approved Form 1/4 and pay the one time $200 tax per item. Machine guns are so expensive because there is a ban on the manufacturing of them for civilian use. If it wasn't made and registered (that's the important part! There is a way around the ban, and that is to become a licensed machine gun manufacturer/dealer, but by the time you deal with all the hassles and costs it will probably be cheaper to just buy a pre-86 transferable. |
| If you could get someone to sell you a machinegun for $1 you could buy a machinegun for a total of $201 dollars. The cost of a mchinegune is based upon supply and demand. Right now they run $10-14,000 for full auto M16 weapons but there is no "permit" that costs $10K nor any reason it cant cost more or less than that. With anever shrinking number of transferable M16 out there and an ever increasing demand the prices will do nothing but go up. |
