Hello, first post.  I've been playing around with the search function for about a week, and decided I finally need to ask a question (first of many to come).

On the AR15, I'm looking to get an upper reciever that can both easily switch out between a carry handle and a scope.  My wife absolutely hates the iron sites, but I want them to keep up with my proficiency for Navy rifle qualificationy.  From looking around at different uppers, it looks like I can have my cake and eat it (have to keep it wifey friendly for the fund authorization).

BUT, what kind of upper am I looking for?  Just a flat top, or does it need to be specifically built to attach an upper/scope?  I'm really hoping for specifics (model, brand, etc).  Does it than need to be a special kind of scope?

You can get a flot top from any of the mfrs.  Some have had issues with the rails being slightly out of spec.  Buy an upper from one of the Industry Partners here and you can be pretty sure that you are going to get a good deal.  Bravo Company, ADCO, just to name two for starters.  You don't need to worry about getting a NM upper or whatever, just a standard flat top.  Parts is parts in that regard.
You can switch out between the carry handle and a scope mount.  The amount of impact that will have on your accuracy will vary.  
Quality mounts and rings (Larue, GG&G, ARMS, Knights, Daniel Defense, MI, YHM have had good reviews here) will have a better chance of repeating zero when you swap them.  If you get a cheapo Leapers mount and Tapco handle, you will have a wandering zero.  Most mounts usually promise something like 1MOA repeatability.  Even if you get less than that, if you keeping stacking tolerances by constantly switching the handle and the scope, you are going to have issues.  
Depending on your level of skill, range, and expectations that may not be a factor.
The best way (in terms of accuracy) is to get two uppers.  One configured for you, the other for your wife.  
Your next options would a fixed carry handle with scope mount on top of that (your cheek weld will go in the toilet and the height over bore will lead to some interesting ballistic adjustments) or you can use a folding BUIS under some type of optic.  This will give you a fairly reliable iron sight (again depending on how much you spend) with a somewhat less reliable optic (which again, may not have a noticeable impact based on your level of skill, expectations, and budget).
