They sell to distributors who in turn sell to whomever has the $$$ to buy one. Cops, gunshops, private citizens, etc.

Colt sells to distributors, not at the dealer level, same as GLOCK, Remington, S&W, etc. And Colt rifles are sold out before they even make em.
