I have one AR that I rarely shoot.  It's a 20" RRA with an Elcan Scope.  It works well enough, but it's heavy and less maneuverable. Currently, I have a carbine that sees a lot more attention.  14.5 bbl w/ pinned vortex and an Aimpoint optic.  

I have decided that I'm going to replace the HBar 20" RRA bbl with a 16" Match bbl that has been fluted.  I've got one of GRSC's CQB scopes on order as an optic replacement. My problem is, that I've been wanting to buy a 9mm upper so that I can shoot more without breaking the bank.  (Ammo prices are insane!)  I already have a built lower to put it on and a special Sten Magblock kit.

Both the match BBL(w/ gasblock, fluting and gastube) and a new 9mm upper are in the same price range.  I don't have a ton of money, so buying both at the same time is not an option.  It will probably take more than a month to gain funds to buy both.

So which do I buy first?  What has the best value?

forgetting your exact question seems to me you want a 9mm upper so get one !!

Never got into the 9mm thing, I guess if your shooting indoors its ok.

Get the match carbine bbl.  I never understood the idea of a pistol cartridge in a rifle.
