I received the barrel assembly for my first AR build this week and after looking it over I noticed that looking at the muzzle, the chrome lining is significantly thicker at the 4 o'clock position than at the 10 o'clock position.  I've heard that chrome linings are not exactly even throughout the barrel and all that, but is this going to affect the accuracy of the barrel?

I'm not sure I really understand your question.  There is no way that the unaided human eye should be able to discern differences in the thickness of the chrome lining.  It is much too thin.  Are you perhaps referring to the "overspray" (for lack of a better term) of chrome that surrounds the bore on the muzzle face?  If so, there is no need to worry about that.  It has nothing to do with the performance of the barrel and will not affect accuracy at all.

ETA - Here is a picture of what I meant by "overspray":



Note that there is more "overspray" at 12 o'clock, less at 7 o'clock, and almost none at 4 o'clock.  If that is what you are talking about, don't worry about it.  You aren't seeing the actual thickness of the chrome lining in the bore, just some excess chrome on the muzzle face.

Chrome lining is around 0.0002" thick.
You are NOT going to be able to see the difference.
