save money, when you think you have enough keep saving till you double it.  Dont cut corners because of price.  If you cut corners you will be happy for a little while then you'll end up selling everything on the ee for pennys on the dollar and buying all the stuff you wish you had bought in the first place.

You can get a quality factory rifle in the $850 range..RRA,STAG,Bushmaster.$ even less if you build it.

I guess a general suggestion would be get a 14-16" carbine if you intend to shoot mostly at 0-300yds.  Or, get an 18-20" for further shooting.  I think the heavy 24"s are mostly used by prarie dog shooters.
