Since the expiration of the AWB is it now legal to thread a barrel for a birdcage ?

Depends on your state/local laws.  For the most part, yes you can.
As for buying the tools in the link, you are still going to have to have your barrel profile turned down at the muzzle.  And if you are doing this as a WECSOG kit, keep in mind that you might be very well screwing your barrel up beyond belief.
It is a hell of a lot easier (and probably cheaper) to send your barrel to somebody like Randall at ar15barrels.com or Steve at ADCO and let a professional do it for you.

Do you it yourself when it comes to cutting, threading, and messing around with the crown can very easily turn into screw it yourself.
