Does the 20" barrel have a range advantage over the 16"

At what range?  It's no problem to find 16" barrels that are 1moa capable out to a few hundred yards - do you need more than that?  Specifically can you shoot moa at those ranges and beyond?

In terms of fragmentation, yes.

The vast majority of quality 16" barrels will be more accurate than you are most of the time.

As far as 20" vs. 16", the 20" doesn't have an inherent accuracy advantage, although the extra velocity means less wind drift at distance and a larger fragmentation range.
