I want to build an M4 upper with a 14.5" barrel and a permanentl attached FH to make it legal without a tax stamp. I mewasured the barrel with the Phantom FH and it is almost 17" end to end. When I tried measuring with the GI FH it measures 16.125 inched end to end. I must be missing something here on the way barrel length is measured because I was under the impression that this combination would be less than 16 inches. Can anyone shed some light on this? Who in the ATF should I contact to make sure that when the upper is built I am still legal. I do not wish to break the law but like the original lok of the M4 barrel. BTW, the barrel is NOT in my possesion right now just to make sure no-one thinks I have an SBR. I gave it to the builder so he can deal with the whole deal.

Barrel length is measured by closing the bolt and sticking a rod down the barrel till it contacts the face of the bolt, measure at the end

Sounds to me like you are measuring the full length of the barrel including the reciever threads
