I heard it cant be done on all rifles from the shoulder, but what about the hip? Should all rifles bump from the hip if done properly?

It can be done from the shoulder if you can find a navagable waterway. this is what the SEALS use on malfunctioning M4s. the technique is known as the "Aquabump"
