What does it mean when it says in an M4 description that it has a "forged front sight base" as well as when it says "Full weapon, less stripped lower receiver".

The weapon has just that: A forged Front sight base(pounded into shape from a solid piece of steel) vs. a Cast FSB(Injection molded steel).

As for the second description, it sounds like a Complete parts kit that does not come with the Lower Reciever, hence
being able to be purchased/shipped to your house instead of going through an FFL.

It means the front sight base was forged instead of cast.  Forges is the preffered (stronger) option and the one required for military guns.

It means it's a complete kit with all parts - you just need a stripped lower receiver (the only part you need to go through a FFL to buy) to build it into a complete rifle.

It's that triangular thing near the end of the barrel that contains the front sight and bayonet lug.

When it comes to metals, FORGED is usually always better-Wayyy more durable, less prone to bubbles,
impurities and stress cracks, breakage as compared to Cast metals. People use cast parts to cut manufacturing costs
at a cost of loss of durability to the customer.

A cast vs. forged FSB look the same at glance, except you will be able to see flashing(excess) from where the metal molds came together in cast parts..General rule: Avoid Cast Parts!

edited to add: You won't see Cast FSBs on any Gov't issue rifles.

All Bushmaster recievers(2005 SEBR) are forged-Their FSBs are too.
Olympic Arms offers a cast receiver Plinker but I don't think I'd be too comfortable dropping one on the deck.
