is my professinal ordance carbon 15 a mil spec weapon? can another upper be put on it? thanks

No, it is not milspec (most guns arent BTW). And because the Carbon 15 you have uses a different buffer system than standard guns, you will not be able to use a standard upper on it without some major modifications.
